Scope of Work	Job Scope: Receive purchase requisitions from user/ requester and evaluate them. Contact the user/ requester for clarification and rectification on requisitions if necessary. Generate tender strategy e.g. identify possible sources among pre qualified bidders, identify adjustments to general purchasing conditions as required, define payment and delivery conditions. Offer commercial advice to user/ requester on the best purchasing method to ensure highest value for their money. Prepare invitation to tender ensuring that technical, inspection and certification requirements, HSE, commercial, contractual, legal, financial and all other aspects are properly addressed in it. Obtain its approval as per DOA. Answer to clarifications from suppliers and user/ requester, whenever they arise in case of issuing clarifications, liaise with user/ requester. Evaluate the bids against specifications and commercial principles including the ones in ITT Process (e.g. award PO’s to the supplier who offers the highest value). Recommend award of the PO and obtain approval as per DOA, then issue the PO Secure the overall tender process integrity and that business is conducted in a transparent and ethical manner. Post award administration e.g. Expedite and ensure timely delivery of materials, secure security pass for vendors representatives visiting sites, follow up in case of non-acceptance of the material, delivery of defective material and warranty claims. Carry out market survey to provide quality information to user/ requesters.
Minimum Requirements	Bachelor of Engineering or Business Administration University or HCT Graduate in Engineering or Business Administration with commercial or technical knowledge respectively. Good commercial and procurement knowledge and skill (certification by a well recognized procurement institution (eg. CIPS) will help prove such knowledge and skill). Five years experience in procurement of materials with an oil and gas environment. Good acquaintance with computerized procurement system (e.g. MAXIMO) Good command of written/spoke English. (Arabic is a advantage) Communication skills Feasibility Studies, CIPS, MBA, CONTRACTS LAW, PLANNING Relevant Attended Courses: Feasibility Studies, Data Analysis, Financing Tendering and Contracting, Contracts Law, FIDIC, Dispute Resolution & Claims Management, Insurance, etc….
Salary Remuneration	USD 450.00 to USD 500.00 per day worked. This amount is deemed to include Salary, Accommodation, End of Service Benefits, Allowances, Overtime, Airfares, Paid Leave, etc.
