| Job ID | 617 | | Position | Sr. Operations Engineer – Utilities and Off-sites | | Post Date | 10/03/2010 | | Closing Date | 24/03/2010 | | Scope of Work | Basic Function and Scope: This position will provide process engineering support to the Utilities and Off-sites Shift Superintendent and the Shah Operations team during the project EPC and Startup Phases to ensure operational readiness. The successful candidate will contribute to the resolution of process and operating issues as well as engineering and operations initiatives during the engineering and construction phases of the project. Upon completion of the project, the candidate may assume a position of responsibility for engineering or operations in the Shah Gas Development operations organization.
Tasks, Duties and Accountabilities: Reports to the Operations Shift Superintendent.
Collaborates and provides appropriate consultation with the Instrument and Controls engineers, Process engineers and HSE engineers in the Central Engineering organization.
Meets regularly and maintains good working relationships with the Process and Operations engineers in the EPC Contractor organization and MAC organization.
Supports and works the Operability Assurance plan and program to achieve readiness for operations.
Ensure HSE requirements are met or exceeded
Deals primarily with the following: i. Heat and Material Balance ii. PFD, P&ID, PSFD drawings iii. ESD philosophy iv. Cause and effect diagram v. Process Basis of Design (BOD) vi. Process Description vii. Safeguarding narrative viii. Instrument data sheet ix. PSV specifications and data sheet x. Relief summary, blow down, and de-pressuring calculations xi. Participation in HAZID, HAZOP / Level of Protection Analysis (LOPA) / SIL, QRA, and HSEIA xii. Final layout of process area xiii. Vendor evaluation xiv. Chemical Management program xv. Verifies adherence to DGS and other JV specifications xvi. Reviews and comments on utility requirements, effluent treatment, chemical requirements, catalyst requirements, product specifications, etc. xvii. Identifies optimization initiatives and safety improvement opportunities xviii. Addresses interface issues and impact with other EPC Project Packages xix. Comments and reviews process control objectives xx. Facilitates finalization of advanced process control strategies xxi. Reviews data sheets for all fixed and rotating equipment xxii. Reviews tie-ins to existing facilities and provide safe execution and commissioning guidelines
Operability Assurance Activities during Engineering and Construction i. Contributes to the development of the various production systems and processes required for start-up and operations ii. Works on follow-up actions from the production, process, and operations portion of the project iii. Consults with Operations Shift Superintendent and Sr. Process Engineers to align all EPC package development to the same standard. iv. Provides process safety input to the Asset and Operating Integrity program . v. Reviews pre-commissioning and commissioning documentation and procedures vi. Participates in pre-commissioning and commissioning activities as directed vii. Reviews and comments on operating manuals and instructions viii. Participates in equipment FAT, SAT, and test runs ix. Participates in system walk down, punch list, acceptance, and handover. x. Reviews and follows-up of hand-over documentation (e.g. Operating Procedures, Operations data, etc.) xi. Develops operations reporting formats and schedules xii. Participates in annual budget preparation
| | Minimum Requirements | Bachelor of Science in Engineering or equivalent degree and operations experience
At least 10 years process engineering experience at a senior or supervisory level in the hydrocarbon, power generation or chemical processing industry
Experience in operability planning in major capital or upgrade projects, schedule development or other related aspects of projects and/or operations.
Supervisory experience in operations for onshore remote/desert sour processing plants.
Ability to work with and influence at different levels of the organization
